With the growing number of naval firepower off the coast of Somalia, who will coordinate the effort.?

It seems the waters off the horn of Africa are being visited by warships from several countries, including Russia. Will there be one central command for the disparate armada? Should a UN initiative sanctioning action from all willing and able members be implemented?
